Aaron’s practice focuses primarily on regulatory compliance, governance issues and complex litigation. He has successfully navigated clients through challenges in the areas of financial services, insurance regulation, consumer protection, and cybersecurity/data privacy. Aaron prides himself on providing clients practical solutions for navigating state and federal regulations and laws. He understands that while clients must meet governance standards, they also need to achieve commercial goals.

Before practicing law, Aaron had experience in three legislative offices and worked as a compliance investigations officer at an international bank where he dealt extensively with the Patriot Act, Bank Secrecy Act and Office of Foreign Assets Control (OFAC) regulations in addition to other banking laws and regulations. In private practice, he previously had the unique opportunity to work daily with the last New York Superintendent of Insurance. He has used this experience to help clients navigate Dodd-Frank, the Foreign Account Tax Compliance Act (FATCA), Truth-in-Lending Act (TILA)/Regulation Z, the Telephone Consumer Protection Act (TCPA), the New York State Cybersecurity Requirements for Financial Services Companies, and other insurance, banking, and consumer protection-related statutes and regulations.

Aaron advises national and international clients on regulatory requirements associated with the purchases of U.S. based insurance companies, including portfolio acquisition and transfer. He assists clients with responding to regulatory inquiries and enforcement actions by various regulators including FINRA, the U.S. Department of Labor, and state insurance regulators, including the New York State Department of Financial Services. He has previously helped draft insurance legislation and participated in the passage of the Vermont Legacy Insurance Management Act.

In addition to regulatory work, Aaron litigates matters involving regulatory enforcement actions, insurance coverage disputes, commercial and contract disputes, intellectual property claims, personal injury and property claims, and civil rights claims. He has successfully litigated claims invoking the Lanham Act and New York’s Unfair Competition and Unfair and Deceptive Acts and Practices statute.

Aaron’s litigation experience is bolstered by his experience in the courts. Prior to joining the firm, Aaron clerked for the Hon. Carl L. Bucki, Chief United States Bankruptcy Judge for the Western District of New York and a U.S. Magistrate Judge. During law school, he was a student clerk for an administrative law judge with the New York State Division of Human Rights and for then Justice Salvatore Martoche of the New York State Supreme Court, Appellate Division, Fourth Department. He also attended the 2015 New York State Bar Association Trial Academy at Cornell University Law School.

Aaron is published extensively on financial, cybersecurity/data privacy, and other regulatory issues. These include blog posts and articles discussing the impact of Dodd Frank on the insurance industry; U.S. and EU Solvency II issues; the Affordable Care Act; the Solvency Modernization Initiative and Principle-Based Reserving; and the impact of anti-money laundering regulations and other anti-corruption provisions on the financial services industry.

Aaron strongly believes in and enjoys pro bono work. He volunteers with the Volunteer Lawyers Project in Buffalo assisting indigent clients with various immigration issues and eviction proceedings. Previously, Aaron and a colleague accepted an assignment from the U.S District Court for the Western District of New York to represent a prisoner in a Section 1983 civil rights claim against four New York State employees. In 2016, the case proceeded to trial where the jury found in favor of the client and awarded him damages that were among the highest in the District Court’s history for that type of case.

Aaron currently serves as co-convener of the Campus Ministries Association at the University at Buffalo (his second term in this capacity in the last five years). He is a past co-chair of the of the Young Lawyers Committee at the Bar Association of Erie County. He currently co-chairs the Bar Association of Erie County’s High School Mock Trial program. He also serves on the Board of the GOLD Group (Graduates of the Last Decade), a division of the UB Law Alumni Association where he has co-chaired two committees. Aaron also served as secretary of the New York State Bar Association Law, Youth and Citizenship Committee.

While earning his law degree at the State University of New York at Buffalo Law School, Aaron was an executive editor of the Buffalo Public Interest Law Journal and sat on the Jessup International Moot Court Board. During law school, he spent a semester at the University of Glasgow in Scotland where he studied European Union law, UK administrative, labor, and tax law, and international criminal law.

Aaron loves spending time with his family, hanging out with friends, playing board games, playing softball and ultimate frisbee, attending and volunteering at his son’s youth baseball games, and volunteering at his church congregation. He is also an avid Cubs fan. He also likes to travel, learn new things, and try new foods.
