
Biography
Phil focuses his practice on resolving complex insurance coverage issues for his clients. He drafts coverage opinions and handles coverage litigation in State and Federal courts. Phil’s practice involves analyzing claims and advocating for his clients in the areas of first party property disputes, construction defect claims, pollution liability claims, liability claims, and bad faith litigation. Phil has previously represented large construction contractors, developers, and property owners in insurance litigation, and now represents commercial, homeowner, and professional liability insurers. These cases involve complex matters, depositions of expert witnesses, and large multi-year losses. Phil has served as lead attorney on multi-year multimillion-dollar Builder’s Risk and construction defect matters in both State and Federal court.
Phil has also assisted clients in reviewing policy terms and risk management, including negotiating contract and policy terms. Phil has worked as an in-house attorney for a large multi-national corporation, ensuring compliance, overseeing litigation, negotiating contracts, and handling international agreements and compliance. Phil clerked with Federal Magistrate Judge Holly Fitzsimmons.
A native of Torrington, CT, Phil earned his Juris Doctorate from the Quinnipiac University School of Law where he graduated summa cum laude. During law school, Phil interned with Chief Judge Janet Hall of the United States District Court for the District of Connecticut. Phil also competed for the QUSL mock trial team, winning multiple regional competitions and finishing as runner up in a national mock trial competition. Phil attended the University of Connecticut for his undergraduate degree where he graduated with honors.
Phil spends his free time with his wife and daughter. Phil is an avid sports fan, regularly golfing and playing basketball, and rooting for the New York Yankees and UConn Huskies. Phil is also a musician and has played guitar and been a singer for several bands.
